What We Can Learn From the Japanese about Civic Branding

Japan...often light years ahead of the States in all things fashion and design...has seemingly turned The Civil Standard Theory into The Civil Standard Ass-Kicking Reality.  Evidently, Japan uses abstract logos like the above to signify respective municipalities. Not having witnessed this myself, I can't speak on their daily visibility, or even what each of these mean (if anything) and how they're formulated.  Civil Standard calls for more traditional civic branding in the way of flags that tell a story, but is not opposed to the idea of completely abstract and arbitrary design to serve the civic branding purpose.  Corporate logos, of course, are often completely abstract at conception.
